USC Alabama Notre dame and Michigan are probably top four and they are all on one side. Useless to go further.
In my opinion it's Notre Dame then Michigan then a tie between SC and Bama with Ohio State closely behind.

Just the name Joe Paterno makes Penn State more storied IMO. I don't think it is that close. Being one of the first to let players study in locker room. One of the longest tenured coaches in all of college sports and only having 1 losing record. 2 NCs and having a bunch of big name bowl victories.

And then there's the notorious Sandusky scandal that JoePa ended up being in the middle of.

And that is just under 1 coach.
