The unemployment rate measures the people who are unemployed and are actively looking for work. If they aren't trying to find a job, then they are not included in the statistic.

The economy IS getting better. That's not spin and it's not based on some anecdote of looking around or talking to people. It's a fact. Can things change? Of course. But the current trend - not hand picking some negative statistic - is towards improvement.
